Setting construction dust management levels
The baseline air quality data is used to develop dust management thresholds. These thresholds should establish acceptable limits for dust emissions during different project phases. By defining precise boundaries for each phase of your mining or construction project, project managers can abide by environmental regulations, reduce health risks and avoid disruptions to surrounding communities.
Predicting dust impacts and mitigation planning

Steps to develop a Construction Dust Management Plan

Step 1: Site assessment and initial data collection
A CDMP starts with a site visit. Our team will travel to your worksite and install up unattended dust monitors for a base level survey period. This allows us to gather data over a number of days to measure the ambient air quality and particulate matter (PM) dust levels.
The monitoring will be conducted in line with the relevant EPA and local council requirements, with particular attention being paid to areas of concern. After the base level monitoring period is complete, our team will retrieve the dust monitors.
From here, we’ll download the data and begin our analysis. This data will be summarised and used to derive the dust management threshold limits to be used during your project.
Step 2: Review of project requirements
The next step in creating a CDMP is to complete a comprehensive review of your project. As part of this process, you’ll need to provide Control Hire with the following information for each demolition, excavation and construction phase:
- Location of each stage of the project as it progresses,
- Approximate dates of each phase,
- Activities expected to occur during each phase, and
- Plant and construction machinery to be used during each phase.
This information will be used alongside the dust logging data to set the construction dust management levels for your site.
Step 3: Data analysis and threshold setting
Based on the ambient air quality data and PM dust levels captured over the base-level monitoring period, we’ll derive a set of dust limits for your project.
Step 4: CDMP report preparation and delivery
Once we’ve collected and analysed the data and your individual project requirements, our team will prepare your CDMP before beginning your project. Your CDMP will include detailed calculations and predictions for all dust-generating activities on-site, as well as practical strategies to minimise the impacts of construction dust during each stage of construction. We’ll also provide locations and recommendations for any dust monitors required during specific stages of construction.
The final CDMP report should be kept on-site throughout the project. It’s also suitable for submission to the relevant council and EPA personnel.
