- Assessing the associated risks
- Implementing control measures to eliminate or minimise risks
- Regularly review your control measures to ensure they remain effective
To comply with work health and safety (WHS) Regulations, PCBUs must adhere to the hierarchy of control when implementing control measures. This means prioritising the most effective measures first and progressively applying less effective ones as necessary. In most cases, a single control measure is insufficient to fully mitigate potential risks on-site, so a combination of measures is often required to ensure adequate protection.

Understanding common workplace hazards
Construction and mining sites are home to a number of common hazards and risks. While the specific types of risks on-site often depend on the nature of the project, let’s take a look at some of the most common hazards encountered in construction and mining environments.
Dust
Dust is often the product of a number of construction and mining activities, including blasting, drilling, cutting and grinding. Exposure to dust can cause several respiratory issues for workers ranging in severity from minor allergies to lung disease and even cancer.
In response to the risk posed by dust, Safe Work Australia requires PCBUs to ensure workers and anyone on-site aren’t exposed to levels of airborne contaminants above the workplace exposure standard (WES).

Besides hearing issues, noise exposure on-site can lead to a number of health-related risks, including elevated blood pressure, heart disease, psychological issues and insomnia.
Work Safe Australia advises that workers should not be exposed to noise levels exceeding 85 decibels over an 8-hour workday or a 40-hour workweek. Noise levels above 140 decibels must be strictly avoided, as they can cause immediate hearing damage.
Managing noise hazards
It’s often not possible to completely eliminate noise from a construction or mining site, but there are a number of noise control solutions that can be used to reduce noise pollution. Common control measures include:
- Using quieter machinery and tools,
- Installing noise barriers,
- Isolating the source of noise with cutting stations,
- Rotating shifts to reduce prolonged exposure,
- Providing noise-reducing earplugs or earmuffs, and

Fumes
Fumes are a significant hazard in construction and mining environments, often resulting from common activities such as welding, cutting, engine exhaust and the use of certain chemicals. Workers in confined spaces face heightened risks, as fumes can accumulate quickly without adequate ventilation.

PCBUs must ensure that a person at the workplace is not exposed to an airborne contaminant above its WES. It’s worth noting that the WES for welding fumes was recently reduced from 5 mg/m3 to 1 mg/m3.
Fume control measures
When it comes to controlling fumes on-site, ventilation is key. However, this isn’t always possible when working indoors or in confined spaces. This is where specialist fume control equipment, like air scrubbers, extraction kits, fume filters and odour cannons, come into play.
These engineering controls should be used in combination with other control measures, including substituting low-emission equipment and materials and the use of personal protective equipment, like respirators and fume hoods.
Ventilation
Ventilation is critical for maintaining a safe and healthy working environment, particularly in construction and mining settings where airborne contaminants, high humidity and extreme temperatures are prevalent. Poor ventilation isn’t just an inconvenience, but it’s a significant hazard that can lead to serious health, safety and operational challenges.
